Dr.Luo Shiaw-Shyan(羅孝賢) isanassociate professor at the Department of Transportation Management, Tamkang University(TKU). Dr. Luo was graduated with his PhD degree from National TaiwanUniversity in 1994. He’s professional expertise includes regional and urban transportation planning, transport economic and policy, sustainable transport and mobility, traffic safety, traffic engineering. He is also appointed as President of Chinese Institute of Transportation.

Dr. Luo served as the Commissioner of Department of Transportation of Taipei City Government from 2007 to 2010. He initiated green transport policies which include the replacement of old buses with low-floor & low-emission buses, bus courtesy campaign, elderly and care demonstration taxi, public bike-sharing system, YouBilke, integrated Taipei City ATIS web and completed the Taipei e-Bus system.
