Dr. Chia-sheng Chang is the Consultant to the Mayer of Taipei City and Chairman to the EasyCard Corp, the biggest NFC solution provider in Taiwan. Between 2007 and 2012 he was appointed as the Commissioner of the Department of Information Technology, Taipei City Government. Under his watch the City Government adopted the “system integration approach” which combined IT resources across the municipal entities. An integrated application platform to offer one-stop information services was thus constructed. Several service-oriented applications, Taipei City Cloud, Taipei Elderly TeleCare, Map of Taipei Amusement and 1999 Citizen Hotline, just to name a few, were also established.
